The Frenchman was highly criticised for failing to bring in a single outfield player for the new season, with his only signing that of former Chelsea goalkeeper Petr Cech.
Yet the Gunners boss explained that there were no players available who he thought could contribute to his squad.
“In the end the solutions were not what we wanted,” Wenger said. "We looked but you have to find an efficient solution.
“Look at what happened on the transfer market and it tells you there is a shortage out there.
“The solutions we had were not convincing at all.
“The good news about the window shutting is that we can now focus on the football."
Wenger said he is confident in the strike-force he has at his disposal to continue finding the back of the net as his side target a successful 2015/16 campaign.
“I am confident that we have enough quality and cover," he said.
“We have [Alexis] Sanchez, [Olivier] Giroud and [Theo] Walcott.
“We have quality and can score goals."
Arsenal, who currently lie sixth in the Premier League standings, take on Stoke City in their next League encounter on Saturday.
