With 21 minutes gone, City were back in front after Sterling tapped home Kevin De Bruyne's low cross from the far post to get the home side back in the tie.
Injury resulted in Spurs making an enforced change five minutes to the break, as Fernando Llorente replaced Moussa Sissoko.
Spurs aggregate lead was under threat early 51 minutes in the second half, as Sterling side-foot shot put Lloris in a spot of bother, needing Rose to save the day. Seven minutes later, Spurs went behind in the overall sequence after Sergio Aguero weaved his way into the area for a thumping finish.
The twists continued, as Spurs regained control on 74 minutes through a scrappy finish from Llorente which needed approval from the Video Assistant Referee (VAR).
Sterling looked to restore the home side's advantage in time added on, but the winger's close-range finish was ruled out after VAR spotted Aguero in an offside position in the build-up.
Nevertheless, Spurs managed to survive a late onslaught to book a semi-final date with Ajax Amsterdam.
