Their three-window ban came into effect on April 17 and relates to Cameroonian striker Auguste Junior Boum Somlaga, who lasted six months, before moving to Indian club Kenkre FC.
Boum Somlaga's case was taken with to FIFA after money-related issues at JDR Stars, who signed him from Cameroonian club Panthere Sportive du Nde three years ago.
"This case is from three years ago and the ruling from FIFA came from February," says FIFA registered agent Amadou Fontem Tigana, who works with Boum Somlaga.
"We tried to engage the guys from JDR Stars so many times using all types of communication channels but never got feedback.
"They were playing games with us, so that is why we ended up going to FIFA.
"These guys asked for my account but never paid the money in the end.
"From the communication that you can see, I last spoke to them in November 2021 after having tried all means to resolve this matter amicably with them.
"What was I supposed to do next?
"Just sit down and clap hands when I did work and was never paid?
"The guys at JDR Stars who are led by Nditsheni Nemasisi didn't pay me even one Rand of my commission and didn't pay the club where the boy came from.
"They need to pay me my money, which is about USD35 000 (approx. R642 000).
"They are banned because they owe me about USD35 000 (approx. R642 000).

"FIFA wrote to us four times asking if this matter has been resolved, before then deciding to go ahead with the transfer ban.
"I thought that since these guys are young, then they would pay my money, but it seems I was wrong.
"The plan was for Boum to eventually move to Europe because he came there aged 19.
"What hurts me about JDR Stars is that they almost led to me losing my licence.
"I never wanted this matter to get here, but they left me with no option because of the attitude they gave me and decision to ignore my communication efforts," says Tigana.

Efforts to get comment from JDR Stars were fruitless at the time of compiling this report.
The Pretoria-based club is in the running to get into the promotion play-offs and just need victory against Maritzburg United at home on the last day.
