The Argentine becomes Atletico's third signing of the window, joining defender Robin Le Normand, who was signed from Real Sociedad, and former Villarreal attacker Alexander Sorloth at the Estadio Civitas Metropolitano.
It is understood the 24-year-old has agreed to a five-year deal that will keep him at Los Rojiblancos until 2029.
The price at which Alvarez has been sold means he has now become the Manchester club's record exit.
Prior to completing his move, the forward expressed a desire to rethink his future after admitting that he did not like being left out of important games by his now-former manager Pep Guardiola.
He did, however, manage to make 54 appearances across all competitions over the course of the 2023/24 campaign, scoring on 19 occasions and also assisting 13 strikes.
