The French-born midfielder leaves the home of the record Premier League champions having made only 13 appearances for the Red Devils' senior side.
"It has been an honour to represent this incredible club for the last five years," Mejbri wrote on Instagram ahead of his United exit.
"I leave with so many special memories. Making my debut, scoring at Old Trafford and representing United in the Champions League.
"I'll forever be grateful to the many staff and players who have helped me to develop as a player and grow from a boy to the man that I am today."
Speaking on his move to the Clarets, he said: "I'm very excited. Very happy to be here and I can't wait to see the fans. I have played against Burnley before at Turf Moor and the atmosphere was amazing.
"After speaking to the coach [Scott Parker] the project sounded good to me and hopefully we can make success."
Last season, he spent the second half of the campaign on loan in LALIGA with Sevilla, but made only six appearances for the Andalusian team, having already had limited playing time under Erik ten Hag.
He played consistently the season before while on loan at Birmingham City in the EFL Championship, featuring 41 matches for the Blues, and will now return to the division to ply his trade there once again having completed a permanent move to the Clarets.
