With the Absa Premiership and Nedbank Cup set to conclude within the next eight days, the PSL has earmarked October 9 for the start of the 2020/21 season.
The PSL promotion/relegation playoffs between Ajax Cape Town, Tshakhuma Tsha Madzhivhandila and the 15th-placed Premiership team will conclude on September 21.
However, there is still the issue of a boardroom battle for NFD relegation and the matter of determining the two ABC Motsepe League teams that will move up to the second tier in place of Royal Eagles and either TS Sporting or Mbombela United.
Motlanthe says SAFA is still waiting on the government to give the green light for the ABC Motsepe League to complete their remaining matches.
"We released a statement [regarding amateur football], we can't say who is going to be promoted because currently we are still busy with consultations with clubs," Motlanthe tells snl24.com/kickoff.
"We've applied to the government. Once the government says people must go back to play, they must go and play, and the winner must come from the field."
Motlanthe says it is very optimistic to think that by the time the 2020/21 season starts in early October, the ABC Motsepe League will have produced its two promoted teams for the GladAfrica Championship.
"No, I don't think it's possible because I have already spoken to the DG of Sports [Sports Minister Nathi Mthethwa], we should get a response soon," he says.
Asked if by that he meant the ABC Motsepe League will be completed no matter what, Motlanthe could not provide a definitive answer.
"With the programme we submitted, we cannot say no matter what because it will depend on the government," he explains.
"At the moment we don't have a plan B. Remember, the Competitions Committee is the one which must take decisions. SAFA still says we will promote."
