The 31-year-old midfielder will join a Spurs side, who recently were able to extend deals for veteran duo Clayton Daniels and Michael Morton as well as Lubeni Haukongo.
Following the arrivals of Luvuyo Phewa and Siyanda Msani from Mamelodi Sundowns, Buchanan becomes the third player to join the Urban Warriors for the 2023/2024 season.
Spurs begin their DStv Premiership campaign with a trip to the Mbombela Stadium to face TS Galaxy on Sunday, 6 August.
