The Ivorian centre-back has been brought in to replace departed former skipper Robyn Johannes, who will be joining Bidvest Wits after signing a pre-contract earlier this year.
Despite only being 22, Kouadja spent close to four years in Europe but has yet to last more than six months at one club – hopping between six different teams during his time abroad.
City have already signed Riyaad Norodien from Orlando Pirates, as they look to bolster their squad after ending fifth in the league under coach Benni McCarthy last season.
