City have signed the speedy winger on a five-year deal from Pirates, who loaned him to Dikwena for the second half of 2017/18. He impressed for Stars, scoring three goals including a brace on debut against Chippa United in February.
The 23-year-old initially joined Bucs in 2016 along with Abbubaker Mobara but struggled for game-time at the Soweto giants.
Mkhize, who is likely to skipper City going forward following Robyn Johannes's departure to Bidvest Wits, backs Norodien to add value to the Benni McCarthy-coached outfit.
''I'm happy that he has joined the club. I'm sure him being with us will bring a smile to his face and help the club grow,'' Mkhize tells snl24.com/kickoff.
''I think he'll add value because, considering the way he played at Platinum Stars following his loan spell, you could see he was hungry for success and game-time. I'm sure he'll come to us and add value for the team to progress.
''Obviously when you are under-utilised you can't improve. Once you get a club that will play you more the confidence suddenly comes back and it is when you show your real talent.''
The 29-year-old says there is one sure way for Norodien to win over McCarthy.
"Work hard, work hard, respect. That's all and that is what coach Benni demands," Mkhize adds.
The Citizens will get the 2018/19 season underway against Maritzburg United in the MTN8 quarter-finals in August in Pietermaritzburg.
