The Portugal international has joined Al Hilal on a three-year contract and will be playing his football outside of Europe for the first time in his career.
Cancelo becomes the latest high-profile name to join the Saudi champions after Neymar, Ruben Neves, Sergej Milinkovic-Savic and Kalidou Koulibaly.
The full-back made 154 appearances for the Citizens and won five trophies, including three Premier League titles.
"I would like to wish everyone at City continued success in the future," Cancelo said, as per the City website.
"I had many very special moments during my time here at this great Club.
"I would like to thank my team-mates, the coaches, all the staff at City and the fans for everything during my time here."
