Monaco vice president and chief executive Vadim Vasilyev said there had lots of interest in Golovin from 'very large' European clubs but ultimately the lure of first-team football convinced him.
"Aleksandr has chosen the sporting project of Monaco, which will offer him the best conditions to continue his progress," he said, as quoted by BBC.
After winning three Eredivisie titles and captaining Ajax, Klaassen moved to Goodison Park in a £24m (R415m) deal surrounded by much fanfare.
However, compatriot Ronald Koeman's was sacked as manager shortly after his arrival and the Netherlands star was left in limbo.

He's now ended his Merseyside nightmare by joining Bundesliga side Werder Bremen in a cut-price £12m (R207m) deal, where he will look to replicate the form that saw him score 55 goals and register 38 assists in 180 games at his hometown club.
