The club have been with the Portugal international's displays and feel he can be an asset for the team going forward.
According to Fichajes, the Spanish champions are willing to offer talented full-back Alejandro Balde as part of the deal to land Cancelo on a permanent basis.
Barcelona's financial issues have been well documented in the last few years and offering a player in the deal can help City lower their asking price for Cancelo.
in November, Barcelona sporting director Deco admitted the club were already thinking about keeping both Cancelo and Joao Felix.
"We are still in November, it is early. But of course we are already thinking about it," he told RAC1.
