They will travel to Uganda for an away match on Friday, 15 November, before hosting South Sudan in Cape Town on Tuesday, 19 November.
Broos had named an initial 38-man squad for the upcoming matches, which has now been trimmed down to a final 23.
Among the key inclusions is Makgopa, whose six goals in 13 appearances for Pirates have earned him a return to the national team for the first time since the AFCON in February.
His teammate, Thalente Mbatha, also makes a comeback after missing out on the last camp due to an injury.
The squad is also missing a number of key players due to injuries.
Mercurial midfielder Themba Zwane is out of action for several months after undergoing surgery for an Achilles injury sustained on national duty.
