His appointment comes just a few months after he was reported to have agreed a deal in principle with the Kenya Football Federation (FKF) in December 2024.
His new role also comes less than a year after he parted ways with Manchester United, where he served as the first-team strikers' coach.
Speaking at his presentation, the former AmaZulu boss revealed that it was the transparency of the FKF that convinced him to take the Kenya job.
"Transparency! They [FKF] were a new regime that is very transparent, honest and open.
"If there's difficulties, that's the difficulty you have.
"As a South African that I dealt with the national team and played in South Africa.
"Africa's biggest challenge is no transparency. People say everything is okay, and when you come there, nothing is okay.
"So since I grew up in Africa, I am accustom to that."
McCarthy won't be waiting long for his first assignment, as Kenya are set to play two important qualifiers for the 2026 FIFA World Cup against The Gambia and Gabon on 17 and 24 March.
