Not even 20 years old as a football club, URA started out as a team that played in inter-departmental sports competitions for the Uganda Revenue Authority.
In the early says, URA used the services of employees who had their regular Monday to Friday jobs and then only made time in the evenings and on weekends to train and play.
It was only in 1998 that the team was registered with the Ugandan FA to play in the Nakawa Second Division League, eventually winning promotion to the top National Super League in 2001/02 after bringing in younger players with more time on their hands.
In the 2004/05 season URA won their first major cup called the Kakungulu Cup. They were Ugandan Super League champions in the 2005/06, 2006/07, 2008/09 and 2010/11 seasons.
