Kobola was reduced to a bit-part player last season, playing second fiddle to Bafana Bafana defender Thamsanqa Mkhize.
The former Moroka Swallows man made just six Absa Premiership appearances, as The Citizens ended in fifth position.
Veteran goalkeeper Shu-aib Walters has also since been linked with an exit from the Cape-based outfit.
'Phaks' joins fellow defenders Tshepo Gumede and Robyn Johannes, who signed a pre-contract with Bidvest Wits, through the club's exit doors, while midfielder Riyaad Norodien has come in from Orlando Pirates ahead of the new season.
