While the player's decision on his future is yet to be revealed, a number of clubs are said to be ready to make an offer for the superstar.
Recent reports have suggested that Barcelona are exploring every possible plan to re-sign Messi, with the club looking to take a proposal to LaLiga explaining how they will finance the 2022 World Cup winner's contract if he were to join.
However, Tebas' recent comments may have put a dent in the hopes the Catalan giants' supporters have of the veteran returning, revealing that the Blaugrana still have a lot to do if they are to succeed in having the highest goalscorer in their history return to the Camp Nou.
"Barca must take many financial measures to undertake Messi's registration," the 60-year-old said on Wednesday, per the Daily Mail.
"They need lot of effort to make it happen.
"Today, I don't see his signing as feasible.
"But there's a lot of time left, Barca can still make moves to get Leo.
"We are still awaiting a feasibility plan from Barcelona.
"They need a big effort to make it happen."
One of the main reasons for the Blaugrana's pursuit of club legend Messi reportedly has to do with the economic benefits he will bring to the club.

Club sources believe that re-signing him alone could bring in over €200 million (R3.9 billion) through various means, including stadium visits by tourists, ticket sales and more global sponsorships, next season.
It has also been claimed, meanwhile, that Barcelona need to raise as much as £178 million (R4 billion) from player sales if they are to have any chance of being active in the market in the next transfer window.
