It is understood the deal has been structured as a loan move with an obligation to buy due to Les Parisiens' Financial Fair Play issues.
Ramos caught the attention of the world when he was asked to replace Cristiano Ronaldo in Portugal's starting XI at the World Cup in Qatar, and went on to produce a scintillating display in which he bagged a hat-trick against Switzerland in what was his first start for the team.
The 22-year-old leaves Benfica having registered an impressive 41 goals and 16 assists in 106 games for the Portuguese giants.
Under-pressure PSG sporting advisor Luis Campos is said to have been hugely influential in seeing the deal go through, notably by way of his close relationship with the player's agent, Jorge Mendes.
