Palmer, who scored in the Community Shield against Arsenal as well as in the UEFA Super Cup against Sevilla earlier this season, has attracted attention from other top European clubs too.
According to German outlet Sport1, Borussia Dortmund were also interested in securing the attacking midfielder's signature, but it is claimed the Bundesliga giants were forced out of the race by Chelsea's offer.

Should the deal be confirmed, Palmer will be Chelsea's 11th signing of the season, and would take the Blues' spending tally in this window to a massive £419 million (R9 billion), and the total amount spent in the Todd Boehly era to £1.02 billion (R28 billion).
