A statement by the club confirmed that Palmer has signed a seven-year contract with a club option of a further year. The winger is set to join histhe squad immediately and could feature in the club's next Premier League fixture against Nottingham Forest on Saturday,
The England under-21 star said: "I'm excited to get started and it feels great to sign.
"I've joined Chelsea because the project here sounds good and because of the platform I will have to try to showcase my talents. It is a young and hungry squad and, hopefully, we can do something special here."
Palmer was reportedly also a target for Borussia Dortmund, but the German giants were effectively forced out of the race for his signature by Chelsea's offer.
The 21-year-old, who scored in the Community Shield against Arsenal as well as in the UEFA Super Cup against Sevilla earlier this season, becomes Chelsea's 11th signing of the transfer window, joining the likes of Moises Caicedo, Romeo Lavia, Christopher Nkunku, Axel Disasi, Nicolas Jackson and company at Stamford Bridge.
