Both Tonali and Fagioli have already served bans relating to betting in the last year, with the former only returning in August from a 10-month ban.
The report adds that the Italian prosecutors allege that both Tonali and Fagioli were financially rewarded for recruiting more gamblers to the platforms.
On Friday, five people were placed under arrest in Milan for illegal gambling activities and money laundering, although none of them were footballers.
The report does add that the 12 players are likely to face fine if they are found guilty, although the footballers in Italy could still face a separate punishment from the Italian Football Federation.
